We are after Supraśl 2

On 29-30 June 2017 2nd International Conference on the Harmonisation of Private Antitrust Enforcement: A Central and Eastern European Perspective organized by the Law Faculty of the University of Białystok and CARS took place in Supraśl. It was devoted to the effects of the implementation of the so-called Damages Directive (2014/104/EU) in Central and Eastern European countries. The preliminary plan of the organisers is that the 3. conference in the series shall take place in 2019 or 2020.

In this year’s conference 35 participants took part, including 11 foreign guests (Czech Republic, Estonia, Lithuania, Latvia, Slovakia, Slovenia and Hungary were represented). The participants received a book published by CARS titled Implementation of the EU Damages Directive in Central and Eastern European Countries, edited by Anna Piszcz, Warsaw 2017, University of Warsaw, Faculty of Management Press. The book contains national reports which describe the implementation of the so-called Damages Directive and covers all the eleven EU Member States from Central and Eastern Europe. “Reform of Regulation 1/2003 –Effectiveness of the NCAs and Beyond”

We are delighted to invite you to the international workshops “Reform of Regulation 1/2003 – Effectiveness of the NCAs and Beyond”, which will be held at the Faculty of Management (University of Warsaw) on 28 April 2017 at 9.30 am – 6 pm in the room B-205. The goal of the workshop is to discuss – in the light of the European Commission’s proposals of changes – the challenges faced by national competition authorities. The workshop is organized by CARS and the British scientific association Competition Law Scholars Forum (CLaSF).

Mandatory prior registration by 9th April to cars@wz.uw.edu.pl. The number of places is limited.

Although we are seeing each other on March 3 (Friday) at the lecture of Kathryn McMahon, we are already inviting you to another event which will take place on March 24 (also Friday). Our guest dr Peter Whelan talk about Competition law and criminal justice.

The lecture will take place on the 24th of March at 3 pm in the room B-106 at the Faculty of Management, University of Warsaw (Szturmowa Street 1/3, Warsaw), and will be followed by a small reception.

Antitrust Aviation Seminar

We have the honor of inviting you to the first Antitrust Aviation Seminar organized by the Centre for Antitrust and Regulatory Studies together with our partners Polish Civil Aviation Authority and LOT Polish Airlines on October 12, 2016.

The aim of the seminar will be to discuss and compare European and American perspectives on key antimonopoly issues in civil aviation, i.a.:

The American experience will be presented by Prof. Michael Jacobs (DePaul University, Chicago) – renowned U.S. expert in antitrust law. Polish experts will include Prof. Marek Żylicz, Dr Izabella Szymajda-Wojciechowska (Polish Civil Aviation Authority Vice-President), Dr Agnieszka Kunert-Diallo (LOT Polish Airlines), Dr Filip Czernicki (“Polish Airports” State Enterprise) and Dr Jan Walulik (CARS). Please  feel invited to actively take part in the discussion with the panellists.

Guest Lecture "Chicago School of Antitrust” by prof. Michael Jacobs

We are happy to announce that on 11 October 2016 CARS is organizing the 1st guest lecture in new academic year. Prof. Michael Jacobs from DePaul University Chicago will hold a lecture at 5.30 pm at the Faculty of Management, University of Warsaw, on the significance of Chicago School of Antitrust “The Durability of the Chicago School in Antitrust: What Accounts for it?”.

Prof. Jacobs is a renowned expert in the US antitrust law. His papers were published in the most prestigious American journals like Antirust Law Journal or Yale Law Journal. His work was also cited by the US Supreme Court. Prof. Jacobs teaches also at universities in Australia and China. See more.

The lecture is part of the CARS Guest Lectures dedicated to axiology of competition protection.

Laboratory of Postal Market

On 15 August 2016 Centre for Antitrust and Regulatory Studies (Faculty of Management, University of Warsaw) established Laboratory of Postal Market. After the Laboratory of Civil Aviation created on 15 May 2016, it is another CARS’ subunit, which will focus on regulated and specific sectors.

Cooperation Agreement with the Railway Institute

We have signed the Cooperation Agreement with the Railway Institute in Warsaw. It is the first cooperation agreement with industrial scientific institution.

We are happy to announce that CARS Award 2016 was granted to prof. Cezary Banasiński

Among the nominees were also prof. Anna Piszcz, dr. Piotr Semeniuk, dr. Łukasz Grzejdziak and prof. Rajmund Molski.

The Laboratory of Civil Aviation was established on 15 July 2016 as a part of the Centre for Antitrust and Regulatory Studies (CARS), Faculty of Management, University of Warsaw. Professor Tadeusz Skoczny becomes a member of the Board of ASCOLA

Professor Tadeusz Skoczny, Director of CARS, has been selected to become a member of the Board of ASCOLA (Academic Society of Competition Law) by its General Assembly on 22 May 2015 during the 10th Annual Conference of ASCOLA held in Tokyo, Japan. As far as the division of competences within the ASCOLA Board is concerned, Professor Skoczny has be tasked to chair the ASCOLA Membership Committee responsible for the expansion of ASCOLA membership primarily in Eastern Europe, Asia and Africa.

A visit to the newly redesigned ASCOLA is highly recommended where additional information can be found concerning, among other things, ASCOLA’s 11th Annual Conference to be held in Leiden (the Netherlands) between the 30 June and 2 July 2016. Detailed information can also be found therein concerning the conditions and procedure of ASCOLA membership.

Many of the participants of ASCOLA’s Warsaw Conference of 2014 will surely recognize themselves from the photos currently displayed on the ASCOLA website!

YARS 2014, vol. 7(9)

We are happy to inform that a new special volume of Yearbook of Antitrust and Regulatory Studies has just arrived. It has been published to commemorate the 10th anniversary of the accession to the European Union of ten European countries, amongst them eight from Central and Eastern Europe (CEE). Continuing the tradition set by the previous volume of YARS (2013, 6(8)), the research papers published in the current volume focus not only on the Polish competition law regime but also present the national competition laws of some other CEE countries. 9th ASCOLA Conference Warsaw 2014

Preparations of the 9th ASCOLA Conference Warsaw 2014 on „Procedural fairness in competititon proceedings” are well underway. On 31st of March, the preliminary programme of the Conference was accepted and the registration process commenced.

CRANE – a new academic network initiated by CARS

The new academic network – CRANE (Competition and Regulation. Academic Networrk. Europe – Visegrad, Balkan, Baltic, East) has been initiated by CARS in the later part of 2013. Participation in CRANE is open to institutions and persons from Central and East Europe dealing with antitrust and pro-competitive regulation. A number of persons and institutions have already declared their intention to join CRANE. YARS 2014, vol. 7(9) is expected to be the first CRANE project. See more.

Open PhD Seminar, 12 December 2013

The 17. meeting of the CARS Open PhD Seminar will be held on 12 October 2013 at 16:30. During the seminar, Izabela Wesołowska, PhD student at the Faculty of Law and Administration, University of Łódź, will present the concept and results of the research conducted during her PhD project on Protection of Collective Consumer Interests – the Prohibition of Practices Infringing Collective Consumer Interests.

The impact of EU law on Polish competition law and sector-specific regulation

CARS will organise on the 21st of May 2014 an academic conference to commemorate the 10th anniversary of Poland’s EU accession. The purpose of the Conference is to discuss the most important and most interesting aspects on the influence exercised by EU law on Polish competition law and regulation.

Professor Dawid Miąsik Winner of the 2013 CARS Award for exceptional achievements in the field of competition protection law or economy

Professor Dawid Miąsik of the Institute of Law Studies of the Polish Academy of Sciences (INP PAN) has received the 2013 Award of the Centre for Antitrust and Regulatory Studies, University of Warsaw, Faculty of Management (UW WZ). The awarded book was “The Interface between Competition Law and Intellectual Property Laws” (Walters, Warsaw 2012). Once again, the Award was sponsored by PKO Polish Bank.

The nominees for the 2013 Award included: Dr Maciej Bernatt (WZ UW), Dr Zbigniew Jurczyk (WSB and the Director of the Wroclaw Branch of the Office for Competition and Consumer Protection), Professor Konrad Kohutek (Andrzej Frycza Modrzewski Krakow University) and Dr Krystyna Kowalik-Bańczyk (Institute of Law Studies of the Polish Academy of Sciences and Gdansk Polytechnic).

The Award ceremony took place on the 6th June 2013 in the Senate Council, Chamber of the University of Warsaw. The ceremony included a Lecture by Professor Andrzej Wróbel Judge of the Polish Constitutional Court on ‘EU freedoms and fundamental rights after the Lisbon Treaty’. see more

The first meeting of the CARS Open PhD Seminar will be held on 18 September 2012 at 16. The seminar will focus on judicial review of decisions adopted by the President of Office of Electronic Communications. Mateusz Chołodecki (PhD candidate from Adam Mickiewicz University in Poznan) will make an introduction to a discussion during the seminar. His presentation will be commented on by Prof. Stanisław Piątek (Faculty of Management, University of Warsaw).

The first CARS AWARD for exceptional achievements in the field of competition protection law or economy will be awarded in 2012. The award jury will select the winder from among the authors of monographs published in 2009-2011nominated by authors of competition law or economy publications from the period from 2000 to 2012. FNRNP Prize

We are happy to inform that Dr. Maciej Bernatt, a CARS member, received a prestigious Foundation for Polish Science award for best Polish young scholars in frame of Start Programme. The programme is directed to young researchers, at the outset of their career, who have already achieved some success in their field. The stipends serve as recognition of the scientific attainments so far by these young scholars and as an incentive for further growth by enabling them to devote themselves fully to their research.

We proudly inform that as of today the first issue of internet Quarterly on Antitrust and Regulation (iKAR) was published.

We encourage you to have a look at it at our new website (www.ikar.wz.uw.edu.pl). Also we would like to invite you to write to the second and next issues on the issues of competition protection and sector-specific regulation. Particurarily we are looking for the texts on the planned novelizaton of the uokik act from 2007.

Cooperation with Antitrust in Poland

Center for Antitrust and Regulatory Studies gladly informs that starting February 2012 we set up a cooperation with Antitrust in Poland (www.antitrust.pl). Therefore prof. Tadeusz Skoczny, Agata Jurkowska-Gomułka Ph.D. and Maciej Bernatt Ph.D. have joined Antitrust in Poland authors team.

Antitrust in Poland will publish news on CARS activities. It will enhance the scope of Antitrust in Poland as well as enable CARS to reach a wider audience with its statutory operations.

MNiSW Prize

The book "Joint Rules of Competition in the European Union" („Wspólne reguły konkurencji Unii Europejskiej”) by Agata Jurkowska and Tadeusz Skoczny has received the Ministry for Science and Higher Education Prize for the academics and scholars awarded for the extraordinary organizational, scientific and didactic achievements. The book was published by Instytut EuroPrawo in 2010.
