In June 2012, the European Commission invited both Member States and stakeholders to provide comments on the application of the General Block Exemption Regulation ('GBER') exempting state aids programmes or projects from the mandatory notification procedure set out in Article 108(3) TFEU. Those comments should provide input for the review of the GBER in 2013.

For the first time such invitation has been directed to CARS. Deciding to follow it, GBER Working Group has been created. It was chaired by Łukasz Grzejdziak, PhD. It’s members were also: Katarzyna Bożekowska-Zawisza, Prof. Anna Fornalczyk, Maciej Fornalczyk, Piotr Kucharski, PhD, and Marcin Socha. GBER Working Group prepared the Questionnaire which was submitted to the DG Competition at 12.09.2012.
